Windsor police searching for homicide suspect

Windsor police have issued an arrest warrant for a third man wanted in connection with a homicide investigation.

On Monday at approximately 8:45 a.m. while officers were in the area of the 300 block of Josephine Street investigating a homicide that occurred on Saturday they approached a 24-year-old woman who appeared to be associated with the residence that had been secured by police at this location. The woman was later arrested by investigators in relation to this investigation.
So far, three people have been arrested and charged in relation to this investigation.
Idrisso Palmer, a 19-year-old man from Windsor, is charged with:
  • First degree murder
  • Breach recognizance

Neil Tap, a 20-year-old man from Windsor, is charged with:

  • First degree murder
  • 4 counts of breaching a probation condition
  • 2 counts of possessing a firearm while prohibited

Dazzmirhal Scott, a 24-year-old woman from Windsor, is charged with:

  • 2 counts of being an accessory after the fact to murder
  • Possession of a prohibited weapon (unrelated to the murder)

Investigators have identified a third male wanted in relation to this investigation. He is currently outstanding. An arrest warrant has been issued for Sumar Al-Rubayi, a 19 year old male from Windsor.

Al-Rubayi is wanted for:

  • First degree murder
  • 2 counts of breach recognizance

Sumar Al-Rubayi also goes by the name of Ali Habib. He is described as a middle eastern male, 5’10”, 200lbs with short dark hair and brown eyes.

He is to be considered armed and dangerous. Do not approach.
